Leveraging Transparency to Reduce Corruption (LTRC) Econometrics Analysis Consultant

Corruption is a central global challenge impairing inclusive social and economic development, financial stability, public confidence, and security in many emerging and industrialized economies. These ills interact with other governance failures and related factors to diminish public trust in democratic institutions and investors’ confidence, imperil socio-economic prosperity, threaten sustainable development, and, ultimately, reduce quality of life for billions of people around the world. While corruption does not discriminate by geography or sector, some of the most profound impacts of corruption can be seen in resource-rich countries across the natural resource value chain.

Among the initiatives and tools that have evolved to address corruption in recent decades are a variety anchored on transparency, accountability, and participation (TAP) interventions. During this time, major investments have been made to design, advocate for, and implement these types of TAP reforms with the goal of ultimately reducing corruption to ensure that the extraction of natural resources benefits citizens of resource-rich countries and mitigates environmental and other adverse impacts. However, evidence of how TAP approaches reduce corruption and contribute to other development outcomes—and equally importantly, the role of contextual factors that may enable or constrain the effectiveness of these reforms—has lagged.

Project description:

The Leveraging Transparency to Reduce Corruption (LTRC) project was designed to reduce this evidence gap and ultimately serve as a bridge between existing and emerging research findings and the practice of TAP reforms in the natural resource governance space. Led by the Brookings Institution in collaboration with Results for Development, the project is currently implementing a five-year applied research initiative that will seek to answer some of the most critical questions in the field of TAP (with a focus on the natural resource space) in order to establish and promote evidence-based best practices in public TAP mechanisms. R4D, in collaboration with country partners, is currently developing strategic approaches to tackle corruption risks, both globally and in specific countries (Nigeria, Peru and Mongolia).

R4D is seeking a consultant to primarily support our work across countries and leading different research tasks.


The Consultant will:

  • Produce econometric and data analysis using cross-country databases
  • Lead interviews and co-organize roundtables with key stakeholders, collecting and organizing qualitative data from these and analyzing it.
  • Join coordination meetings with the LTRC DC-based team
  • Produce research documents on corruption in the extractive sector for internal and external audiences, and under the guidance of the Program Director.


Summary of Qualifications:

The Consultant must be able to function flexibly and independently and be a structured thinker with excellent analytical skills and attention to detail. The ideal candidate for this position will be a highly motivated individual with outstanding credentials, analytical ability, and advanced research and communication skills.

  • MA/MS with a strong academic record in economics, public administration, public policy, or related discipline
  • Work experience managing research processes
  • Work experience with governance, accountability and/or citizen engagement approaches in Latin America, Asia, or Africa (highly desired)
  • Demonstrated knowledge of qualitative and quantitative methods, including statistical software-STATA
  • Strong data management skills, including cleaning, analyzing, and validating data
  • Ability to describe technical problems and solutions to a non-technical audience
  • Strong writer and oral communicator in English, fluency or conversational in Spanish (preferred)
  • Proven track record of preparing compelling research presentations and written reports for internal and external audiences
  • Experience working within a multi-disciplinary team including researchers, analysts, and other program managers
